Ça n'a pas traîné : dès le premier jour de la Conférence de Paris sur le Climat, six chefs d'État, dont François Hollande et Angela Merkel, ont lancé un appel en faveur d'un prix du carbone. Cet appel, soutenu par le FMI et la Banque Mondiale, a été salué par plusieurs ONG, c'est dire si le prix du carbone fait aujourd'hui consensus. Mais alors pourquoi n'y a-t-on pas pensé plus tôt ?
On y a évidemment pensé avant... La bonne question, celle qui peut éviter de refaire dans les prochains mois les erreurs qu'on a déjà fait il y a quelques décennies, est plutôt : pourquoi on ne l'a pas fait plus tôt ?
Petit coup d'oeil dans le rétroviseur...
Une idée vieille d'un siècle...
On peut faire remonter l'inspiration de la taxe carbone aux années 20. Il s'agit en effet d'une taxe pigouvienne, c'est-à-dire en clair d'une taxe sur une activité qui a un coût pour la société. C'est une façon d'internaliser une externalité négative qui a été proposée par l'économiste anglais Arthur Cecil Pigou dans un ouvrage de 1920 : The Economics of Welfare. Il existe des taxes pigouviennes dans tous les pays et dans tous les domaines, les droits d'accise sur l'alcool ou le tabac sont de bons exemples. Dans le domaine de l'environnement, les taxes qui prennent pour assiette les déchets, les carburants, les produits chimiques dangereux, etc. peuvent être considérées comme des taxes pigouviennes.
L'idée n'est donc pas vraiment nouvelle et il n'est pas surprenant qu'elle ait été remise au goût du jour dès que l'on a commencé à envisager sérieusement de s'occuper du changement climatique... On l'a un peu oublié aujourd'hui mais au tout début des années 1990 aussi bien les États-Unis que la Communauté Européenne ont tenté de mettre en place un système de taxe sur l'énergie et/ou le carbone pour lutter contre les émissions de gaz à effet de serre.

Les projets avortés de taxe carbone-énergie européenne
C'est l'Europe qui s'est lancé la première en proposant une taxe harmonisée au niveau international dès 1989. La proposition est officialisée à la veille du sommet de la Terre de Rio en 1992 et un chiffre est même avancé : 600 francs français par tonne équivalent pétrole, soit ajusté de l'inflation un peu plus de 128 euros... Le projet n'est donc pas simplement symbolique : 128 €/TeP, c'est, par exemple, une hausse de 14 centimes pour le prix du litre d'essence.
Mais des divergences apparaissent rapidement entre États-membres : la France, où le mix énergétique est peu carboné grâce au nucléaire, veut une taxe assise uniquement sur les émissions de dioxyde de carbone, au contraire les pays opposés au nucléaire ou dont le mix est très émetteur veulent une taxe portant seulement sur l'énergie. La Commission Delors propose donc un terrain d'entente avec une taxe mixte assise à la fois sur le carbone et l'énergie. Le gouvernement français refuse ce compromis. De son coté le Royaume Uni renâcle à transférer de nouvelles compétences à Bruxelle. Ajoutons que le soutien du gouvernement Kohl est fragile (les industriels allemands sont vent debout contre le projet) et tout est en place pour un échec. Face à ce blocage, le commissaire à l'environnement Ripa di Meana qui porte le projet depuis le milieu des années 80, démissionne pour ne pas avoir à représenter l'Europe au Sommet de Rio.
Le projet ne sera relancé que 3 ans plus tard, en 1995. Mais échoue à nouveau. Là encore le gouvernement allemand joue un rôle ambigu en négociant avec ses fabricants d'automobiles des réductions volontaire des émissions contre l'abandon du projet de taxe carbone européenne. A posteriori, on peut dire que c'était visionnaire...
La BTU-tax américaine
On peine à le croire aujourd'hui mais dans années 1980, les États-Unis étaient à la pointe en matière de lutte contre le changement climatique. L'alerte scientifique était largement venue de leurs universités et en 1978, le Congrès avait voté à une large majorité (dont 2/3 des républicains) le National Climate Program Act. Jimmy Carter aurait peut-être engagé son pays plus loin mais il n'ai pas réélu et avec la présidence Reagan le changement climatique a commencé à devenir un sujet partisan.
Dès son arrivé au pouvoir, en 1993, Bill Clinton propose une taxe sur l'énergie, la BTU Tax(le BTU, ou British Thermal Unit, est une unité exotique de mesure de l'énergie). La taxe devait être de 0.599$ de 1993 par million de BTU sur les carburants raffinés (soit 32.9€ par tonne équivalent pétrole en tenant compte de l'inflation) et de 0.257$/MBTU (14.1€/TeP) sur les autres énergies sauf l'éolien, le solaire et la géothermie qui devaient être exonérés. Malgré ces montants modestes, le projet fait l'objet d'attaques particulièrement violentes de la part des lobbys industriels et des républicains. Finalement, la BTU Tax sort essorée de son passage au Sénat : elle est devenue une simple taxe sur les carburants avec de nombreuses exemptions et un niveau près de 30 fois inférieur à celui initialement prévu. En dépit de ce maigre résultat, le projet est généralement considéré comme responsable de la "révolution républicaine" de 1994 : une défaite écrasante des démocrates aux élections de mi-mandat et la perte de la majorité au Sénat.
Que peut-on retenir de ces deux expériences ?
D'abord, l'échec simultané des projets de taxe carbone des deux coté de l'Atlantique devrait nous alerter, d'autant qu'on peut allonger la liste avec les fiascos plus récents de l'écotaxe française ou du projet australien... Malgré le consensus apparent, donner un prix au carbone en particulier par voie fiscale n'est pas une mince affaire. Il y a une bonne raison à ça : tout l'objet d'une taxe pigouvienne est de réduire des activités jugées néfastes pour la société. Elle fait donc forcément des perdants, elle met forcément des entreprises en faillite et des gens au chômage... si ce n'est pas le cas, c'est qu'elle n'est pas efficace ! C'est la raison pour laquelle les projets précédents ont fait l'objet d'attaques particulièrement dures des gros émetteurs de gaz à effet de serre. Aux États-Unis, les élus favorables au projet ont été ciblés personnellement et les pétroliers, notamment, ont investit lourdement pour avoir leurs têtes aux élections de 1994. Il serait naïf de croire que les même entreprises vont laisser faire, voire soutenir, une taxe carbone aujourd'hui. Pour ne citer qu'un seul exemple : malgré leurs prises de position publiques, plusieurs grandes compagnies pétrolières continuent via de faux-nez à combattre un prix du carbone.

De plus, il me semble impossible de créer une taxe carbone sans un effort de pédagogie et des mesures destinées à accompagner la reconversion de ses "victimes". Je ne sais pas vous, mais moi je n'entend pas ce discours à l'heure actuelle et j'ai beaucoup de mal à imaginer le gouvernement français (ou un autre) expliquant aux transporteurs routiers, aux éleveurs de bétail, aux pilotes d'Air France ou aux ouvriers de l'automobile qu'une partie d'entre-eux vont devoir trouver un autre job. C'est pourtant très exactement le sens d'une taxe carbone.
Enfin l'échec des projets européens montre aussi qu'une taxe carbone est très difficile à mettre en oeuvre de façon coordonnées entre plusieurs pays qui différent par leurs choix énergétiques et la structure de leur économie. Là encore, il me semble que c'est une leçon que pourrait méditer avec profit ceux qui rêvent déjà d'une écotaxe harmonisée à l'échelle mondiale.
